Job Description

The Position

Facilities & Engineering at Organon is a service department in which all site service activities are grouped. The activities relate to technical and facility management, management of documentation and archives, offering site utilities and site services such as catering, cleaning, security, waste management and site management.

Responsibilities

  • Responsible for the total facilities & engineering strategy at the site to ensure of an efficient and effective delivery of all site services in cooperation with the facilities provider and possibly other partners.

  • Providing seamless and efficient workspaces, including Utilities, Hard and Soft Services.

  • To lead the Facilities and Engineering scheduled activities including leading continuous improvement initiatives and respond to issues onsite.

  • To ensure that Facilities, Utilities, Reliability, Capital & Maintenance, Repair & Operations (MRO) services to the site are delivered in a compliant, cost effective and efficient manner that meets Organon needs.

  • Managing for the full CAPEX portfolio.

  • Realize the long term ESG deliverables.

  • Manages all Facilities Management (FM) assets through a life-cycle management model. Works closely together with the FM colleagues to deliver the Hard Services to keep buildings, utilities and equipment in the required state. Develops replacement plans for the assets.

  • Manages the total FM Budget. Have additional focus for energy saving initiatives together with the Site and Procurement.

  • Establishes with internal clients the business case for capital projects, if needed and delivers the projects in close cooperation with Global Engineering Services or external engineering consultants.

  • Establishes the FM Service levels in agreement with the business needs of the site and according to Organon policies.

  • Manages the performance of IFM Provider in relation to established KPI's, goals for savings and budgets. Initiates and works on innovative and cost saving measures and continuous improvements.

  • Technical guidance on Facilities and Utilities – system owner for these operations and contract owner for purchased services.

  • Provide support and direction to the Maintenance & Reliability teams by troubleshooting and making contact externally for consultation where required.

  • Oversee/raise Capital/expense project requests and ensure that these requests are aligned with the site strategy.

  • Oversee completion of small capital/expense projects.

  • Sound Engineering stewardship, staffing resource planning, maintenance scheduling and control e.g. shutdown coordination activities, vendor management, change control, High risk work, safe work permitting, etc.

  • Responsible for the effective operation of MRO.

  • Responsible for driving a culture of Continuous Improvement by deploying Merck Six Sigma tools.

  • Lead Continuous Improvement and report KPI's.

  • Contribute to the recruitment and retaining of employees, the development and execution of training programs and the execution of all performance management activities: ​

  • Leaders are coaches & teachers.

  • Live inclusive behaviors and create a safe environment.

  • In co-operation with Center of Excellence (COE) HR, within HR procedures and guidelines.

  • Results in developed and empowered employees and contribution to the required level of the team staffing and timely development of talent for key positions.

  • Represent the company in outside forums, interface with external Reliability, Utility, Engineering and FM centers of excellence and share and implement industry best practices.

  • Provide in-house consulting and coaching, supported by guided by cost effective decisions and recommendations.

  • Serve as an interface between CoE and IPT personnel to ensure that appropriate resources are effectively focused on increasing reliability.

  • Assures compliance with regulatory and Organon requirements for Quality and EHS and takes appropriate action in case of non-compliance.

  • Participate in regulatory audits and inspections.

  • Sponsors the applicable QMS chapters.

  • Coaching of all team members through inclusive behaviors to ensure commitment to safe working.

  • The leadership style is one of collaboration, coaching and facilitating the Facilities team to provide engineering solutions and to support a high-performance organization. This will require a substantial amount of his/her time engaging with all Facilities Management service providers within the site and contracted to site. The Facilities Lead will provide operational support and expertise to the Integrated Process Teams (IPT).

  • The Facilities Lead is able to negotiate with internal clients and external providers to deliver the optimal services.

Required Education, Experience and Skills

  • Bachelor's or master's degree in a technical area (comparable to Dutch HBO/WO).

  • Minimum of ten years working experience. Demonstrated knowledge in more than one pharmaceutical and/or chemical manufacturing operation.

  • At least five years of experience in the Pharmaceutical industry or a similar operating environment which includes significant leadership roles with experience in a front-line supervisory role in operations environment.

  • Solid project and change management capacities.

  • Structured and strategic thinker.

  • Excellent communication skills.

  • Lean/Six Sigma experience at Green Belt level is preferred.

  • Fluent in both the English and Dutch language, both spoken and written.

  • Good balance between short term priorities and long-term goals.

  • Experience with management of IFM contracts, technical projects and reliability.

  • Experience in a complex international environment with matrix organization.

  • Demonstrated leadership of Regulatory and corporate audits (Compliance and Safety).
