Associate Director, Value, Access and Policy

Report to: Head of Value, Access & Policy, France & BeNeLux

Location: remote The Netherlands

Position Summary

In this role, you will act as lead responsible for defining and implementing Market Access strategies and driving related local key tactics and initiatives to secure best Pricing & Reimbursement conditions for pegcetacoplan in Geographic Atrophy in Belgium, the Netherlands and Luxembourg. You will be responsible for defining local public affairs plans to support local market access goals, strategies & tactics. You will develop and coordinate market access strategies in close collaboration with the other BeNeLux team members (marketing, sales & medical affairs departments) as well as with international/global market access & health economics and outcomes research teams, if needed. You will develop a trusted network with key market access stakeholders such as HTA agencies, payers, and health policy makers.

All activities will be conducted in close collaboration with the Head of Value, Access & Policy, France & BeNeLux (direct manager), and the Country Lead, BeNeLux (dotted line manager).

Key Responsibilities

Market Access

  • Lead market access strategies & related key tactics and initiatives for Belgian and Dutch Pricing & Reimbursement procedures.
  • Build trusted relationships and act as liaison for Belgian and Dutch Pricing & Reimbursement stakeholders (including but not limited to National Institute for Health & Disability Insurance (RIZIV/INAMI) and Ministry of Economic Affairs (FOD) for Belgium; Healthcare Institute (ZIN), Ministry of Health and healthcare insurance companies for the Netherlands).
  • Develop Pricing & Reimbursement dossiers for submission by gathering  and developing all necessary scientific evidence to support value proposition and therapeutic value of pegcetacoplan, including health economic evidence to build/adapt cost-effectiveness and real-world data generation.
  • Work with internal local and/or international teams or external consultants to generate any additional data needed to support market access strategies.
  • Maintain Pricing & Reimbursement conditions throughout product life cycle (reassessment, pricing review, etc.).
  • Leverage best practice sharing with the market access team in France and with international/global counterparts.
  • Monitor market evolution of the external environment in the field of Pricing & Reimbursement and Health Economics (legislation, regulation, principles/doctrine, or processes) and therapeutic areas of interest.

Public Affairs & institutional/governmental relations

  • Lead external stakeholder mapping and engagement (including but not limited to health authorities, administrations, parliamentarians, or any relevant institutions).
  • Develop and roll out actions related to external stakeholders to support Apellis’ engagement for patient access to innovation in ophthalmology.
  • Collaborate with other internal functions when relevant (e.g., patient advocacy team).
  • Follow, track, and analyze evolution of healthcare systems in BeNeLux region.
  • Be involved in discussions with trade associations (working groups, etc.).

Qualification, experience, knowledge & skills

  • University degree or post graduate diploma, including a health economics background.
  • Proven experience in Pricing & Market Access activities, ideally in pharma, biotech and/or consulting companies or from other organizations (5+ years).
  • Proven experience in Pricing & Reimbursement submissions at least in Belgium and the Netherlands (5+ years). Luxembourg is a plus.
  • Experience in Health Economics and Outcomes Research is beneficial.
  • Proven experience in project management, planning and execution.
  • Ophthalmology market knowledge and prior ophthalmology experience is beneficial.
  • Excellent knowledge of the BeNeLux healthcare systems, local political/healthcare environment, and key policies of pharmaceutical market access for specialty and innovative drug.
  • Strategic thinker with ability to formulate, develop and execute on agreed strategies & related tactics/operations, and ability to solve complex multi-stakeholder problems.
  • Strong analytical skills with business acumen.
  • Excellent oral and written fluency in both Dutch and English; French is a plus.
  • Good internal and external communicator.
