The Director Project Management Netherlands is part of the E&PS EMEA Project Delivery team being accountable of the performance of a portfolio of capital projects to be implemented within the country, leading a team of internal and external resources.
Main responsibility of this role is to deliver large capital construction and infrastructural projects, acting as E&PS Project Director ensuring a smooth project execution by leading and coordinating multiple functions, managing, and mitigating risks, communicating project progress, issues, and solutions to management.
The candidate for this role will have excellent leadership experience in large Capital Project Management, sound experience and knowledge of process engineering, pharmaceutical and medical technologies and proven experience of people leadership, multicultural and diverse teams’ management.
This position will require to establish positive relationships with other E&PS functions (Real Estate, Facility Management and Service Partners), Procurement, EHS, IT, Finance and Affiliate's Engineering Groups, establishing highly collaborative partnerships.
Key Responsibilities:
- Lead large capital construction projects (> $50-100M) in partnership with the business, taking direct responsibility for facility design, procurement, construction, commissioning and qualification ensuring that cost, schedule, and cash-flow targets are met.
- Lead/coordinate a group of Project Managers and Subject Master Experts assigned to deliver the capital projects portfolio in The Netherlands.
- Lead the alignment with Business partners defining business needs, business solutions and projects prioritization, acting as first point of contact in case of critical issues.
- Lead portfolio planning and projects resourcing, using internal and external partners capabilities to adequately and timely resource each project.
- Lead the engagement of enabling functions, like E&PS Engineering & Design, Project Controls, Construction Safety, Construction Mgmt, C&Q, Process Engineering, Procurement, EHS, Finance to support projects.
- Lead Capital Appropriation Requests (CAR) preparation, socialization, and submission, enabling fast and smooth approval in alignment to corporate funding procedures.
- Lead a Construction Safety culture, acting as Construction Safety Champion, partnering with EHS ensuring that standards are implemented, and portfolio safety metrics are met.
- Lead internal employee’s yearly performance process, including definition of Goals & Objectives, performance evaluations, compensation planning and career development plan.
- Ensure that all Learning and Development opportunities from completed projects are identified and shared with engineering community acting as coach and mentor for new talents.
- Lead the execution of large capital projects ensuring flawless project execution by the application of the J&J IDEA Project Delivery Process.
- Lead communication with Sponsor, project team and key leaders on all aspects of projects.
- Lead project planning, reporting, achievements and the development of key performance indicators establishing a continuous improvement process.
- Lead the selection of appropriate enabling functions, manage project's resources, the procurement of third-party contractors
- Define the project delivery strategy, processes, and tools via a Project Execution Plan.
- Lead risk management, evaluates, eliminates, or mitigates risks, including resources issues, partnering with business leaders for appropriate actions.
- Coordinate the design, execution and close out of all projects related activities including, but not limited to safety, scope management, contract and construction management, legal and corporate compliance, quality, project controls, commissioning, qualification, validation, technology transfer and operational readiness.
- Lead the process to manage changes, collaborating closely with the sponsor and the project team to prioritize and approve.
- Lead Project Close Out activities including operational handover, documentation archiving, financial project closure and value delivered, collation of benchmarking and lessons learned opportunities.
Qualifications
Education:
Required
- Bachelor’s degree in Engineering, Architecture or Construction Management from an accredited institution
- Project Management Professional (PMP) or equivalent
- Proficient in Microsoft Outlook, Word, Excel, Microsoft Project and PowerPoint
Preferred
- Master’s Degree
- LEED AP certification
Experience and Skills:
Required:
- Minimum of 15 years of relative business experience and project and operations management
- Prior experience managing complex capital projects (up to $100MM) in Supply Chain, R&D, Distribution Centers and Offices
- Knowledge and experience of translating complex business needs in to engineering concepts
- High technical knowledge to understand complex technology-based issues
- Highly skilled in leading and motivating remote and virtual teams and stakeholders
- Leads process innovation and flexible implementation
- Track record of developing and maintaining highly collaborative partnerships at all levels within the organization including Internal (Real Estate / Facility Management) and external Procurement/Finance/ Engineering and Operations)
- Highly skilled listening and problem-solving skills when managing potential conflicts within regions when implementing global standards and guidelines. Understanding complex technical/regulatory issues impacting products
- Full working knowledge of Project Controls in cost and schedule development, financial assessments and rigorous control of cost and schedule
- Manufacturing experience in FDA or other regulated environments from design through startup
- Thorough knowledge on contracting and a skilled negotiator
- Excellent collaboration record with Real Estate, Finance and Facilities Management
Preferred:
- Familiarity with J&J Project Management approaches (FPX & IDEA Project Delivery Process)

Travel Requirements: This position will require up to 30% domestic and international travel
